Investigating Sociocultural Barriers Affecting the Underdevelopment of Bileh savar City based on the Opinion of the Citizens

Aims: Development and progress are the results of a special attitude towards the world, and without creating this special attitude, development, and progress are not possible, and this particular attitude indicates the need for a proper socio-cultural infrastructure for development. Therefore, socio-cultural factors have a special role in development and neglecting or ignoring it will make all development programs fail. The aim of this study was to investigate the obstacles to socio-cultural underdevelopment in the city of Bileh Savar with a quantitative approach. Methodology: This quantitative study, using a survey method was conducted 2022-2023 in the city of Bileh savar. Effective indicators were prepared by library studies and theories. The samples were randomly selected among citizens over 20 years with at least a diploma and various occupations (n=400). The research tool was a researcher-made questionnaire, which its validity was confirmed by measuring the opinions of experts (n=30), and its reliability was confirmed by Cronbach's alpha test. Daa was analyzed using Pearson's correlation coefficient test. Shannon entropy, Vikor, and Topsis methods, and finally, Copeland's integration technique were used to prioritize the criteria Findings:  The results show a significant relationship between six independent variables: social capital, cultural capital, human capital, social capital, modernist attitude, the spirit of extravagance and dependence on government with the underdevelopment (dependent variable) of Bileh savar city. Conclusion: Based on the opinion of Bileh savar citizens, the lack of attention to cultural and social indicators has a significant effect on the underdevelopment of this city.
